Webcc can be placed up to 5 subfolders deep so that's rarely an issue. but do make sure the Mods folder is still in documents / electronic arts / the sims 4. if you have onedrive or another cloud sync service, make sure the Documents folder isn't set to sync and there's no empty Electronic Arts folder the game could be using instead.
